Auction Web Site

Dear Freelancers , We need web site similar like freelancer.com with some changes, in site we want users can open auction projects and other users companies to bid on projects. ( it will be always sealed, only auction owner will be see ) mail informing service should be inside the site. when project owner get bid on project. and also users should get inform mail when someone open new auction in the category. Example, when new project open in web design category, mail service will send mail to all web designers. Site language will be not English so in admin panel we should able to change every thing by our self. We should able to open categories and sub categories other details we need control panel like wordpress sites. Users can able to use their profile like add photos details, adding notes about completed projects etc. We want serious bidders, in this project we will work long term with you,
