Read For Website Design (Wordpress)

Hello I am wanting a Wordpress template designed and made for an 11 year old boy. He wants a logo (A cute little penguin eating a fish) He would like 4 different designs of that logo. He also wants the actual site aswelle, the interface must be user friendly and easy to navigate in. The pages are:- About Me Contact Me Forums Login My Diary Home Chat The login system is a little complicated, he wants an admin log in and an user login, when a user logs in, they can comment on posts and basically do anything a general user can do. When an admin logs in, they can - add new pages, delete comments, delete pages, ban users, add new posts ect.) In the chat, a user has to be logged in to view this page so when a users logged in, they can see this tab, if theyre not, they cant see that tab. I really dont want bids over 200 but i think not going over 200 will be quite impossible. Dont make it like 300 or anything, try your best for this project. As for the design, style colours are like a darkish blue like html code #1bafe0 based around that. He quite likes this sort of thing: www.clubpenguin-rockz.com. Also, no moving background, I want the bg fixed, I will need you to do a quick layout mockup so i can edit to his liking, please take note, im not paying ANYTHING until after xmas.
