Build a WordPress Theme

I am looking for a theme built for a client website. I am strapped on developers right now and am down 3 total so as you can guess we are crazy busy for the rest of us. I need a theme made of the website below. Along with the general things you would expect to see in a theme customization such as colour, menu selection ect. I need the following inlcuded: It must allow for unlimited widgets in the sidebar. Have a slider that transitions not just by fading. Slider must be easy to manage by adding text to the side of it like seem which should allow for linking from as well. Same goes for easy to change the image which must be numbered along with the text so they correlate. The 4 spots on the home page that have activities, links, technical bulletin and multimedia must be set as pages they link to. All images used must be copyright free or legal to use for commercial purposes. Navigation menu must have the boxes that the colour is set as the theme colour. Theme colour option must be able to use hex code to select colour. Footer must allow widgets. All pages must function with Page Builder by SiteOrigin.
