Convert Wordpress plugin to PHP/Bootstrap

I need this Wordpress plugin ([login to view URL]) converted to normal php to work with my current Bootstrap website. Need the admin side of it (to create quiz and set options etc) and also the client side (link to take the quiz etc). Im planning to make a website using Bootstrap and use this plugin , but dont want to use Wordpress. Just in simple form, doesnt have to be so complicated. The main functions required are able to create quiz (multiple and long answers), set the options such as timer and save the results to a datatabase etc. The bootstrap website will have a admin panel with my own pages etc. So i need here a menu option for this Quiz (create quiz, set options/settings etc). The website also will have a login for users who can login and take the quiz (admin can set which quiz for which user etc)
