Create a plugin to wordpress

I am interested in using this plugin for a potential site. In my business I have many documents with expiry date. I need a control for this documents, so i would have on my wordpress website an admininistrator an selected members only area, that I would insert: NAME OF THE DOCUMENT ISSUE DATE EXPIRY DATE HOW MANY DAYS ARE LEFT TO THE EXPIRY DATE FLAG (GREEN IF MORE THAN 1 MONTH TO EXPIRY, YELLOW IF LESS THAN 1 MONTH, AND RED IF LESS THAN 1 WEEK) The documents WILL NOT be hosted on my website. I only need a document expiry control something like on [login to view URL] This control should not be done through the administrator panel, it should be done on a restricted user page, i will use an user plugin to restrict the page.
