Create a POWERFUL WordPress Plugin to Display Bible Texts - Long-Term Project

We am interested in creating a really POWERFUL and worthwhile WordPress plugin that works with a public API to identify Bible texts in WP blog posts and pages and automatically display the Bible texts on click or on mouse-over. We are serious about this plugin and intend for it to be a long-term project since we will have to maintain and update the plugin continually. Please bid the ACTUAL COST for creating the first version plugin. We don't expect the first version to be perfect (or perhaps it can be depending on your skills, experience and expertise :)), but we want it to perform the above mentioned task. Thank you.
