Create wordpress theme

I am looking for someone who will be able to help me to create a custom wordpress theme for a reasonable price. I want you to use my html template to convert it to wordpress theme. You must use it exactly as I have created on the html. The search blog must be working to allow me to search the blog, as well for the comments to allow me to post and the blog posts when you click on each blog. My asking price is $30 no more than that. I want you to work on my server or your own server, but you must send me the link to proof that you have complete the work. If you complete it, I will reward you and pay you right away. The reason I will only do the payment at the end of the project is because the last person that I was hired did not complete it and he tried to rip me off when he uploaded the files without complete the project.
