File Name Checker -- 2

I need a php script that will scan a given folder and check to see if all the names of the files within it exists in the database. The folder name is also associated with filename within the database. Some files will have file names that are similar such as: 3-D Tic-Tac-Toe (1980) (Atari, Carol Shaw - Sears) (CX2618 - 49-75123) ~.bin and 3-D Tic-Tac-Toe (USA).zip In this case the script should insert the filename und update the notes column as 'poss_dup' All exact matching filenames will be skipped. All new file names will be inserted along with the folder name. The script must be able to properly determine the possible duplicates. I have a max budget of $25 for this project so please don't overbid as your bid will be ignored. Please use the word "3-D" in your bid. Im looking to have this completed as soon as possible.
