Import CSV and build simple authentication

I am looking for full stack developer working with modern javascript library for front end and any php or java backend. Your job is to make single page app which will take whatever csv partner sends us, parse it to show data as utf-8, comma as decimal separator, [login to view URL] as date format, add two columns for manually entering additional data, and after finishing send it to sql server with US English formating. It has to have login with user name / password and oauth using Google, FB, and backend manager accesible only to admin to enable disable and add users. Front end should have some menu or toolbar for invoking a window like panel with multiple steps: 1. select file to import, 2. set settings for import and review result, 3. edit selected columns, and populate 2 new columns with ajax call from drop down list to existing service 4. save (saving to db, but also implement local saving to prevent loss of work). Exact specification with column names will be provided to selected bidder. This is part of bigger project with these technologies. You can suggest any combination of technologies. I prefer open source and free frameworks which have great sets of widgets. Powerful datagrid is a must (editing, sorting...)
