Hola, soy estudiante de computer science en peru, he realizado sistemas web en php usando el framework laravel, boostrap,jquery,mysq, posgresql. Para lo que pides, recomiendo una pequeña aplicación de escritorio en C# que se conecte con el lector de huella y envie por post cifrado a un web service en laravel. Luego que este envie si cumple el loggeo y guarde la entrada y por json de el pase al usuario o no. Saludos.
