I have already worked on this kind of projects where server side bac-kend was in ASP.net MVC WebAPI service. The front end was developed in HTML website and Android mobile app. APIs were generic using HTTP requests and JSON/XML communication data-structures so that they could have been integrated with Websites, Windows Desktop Apps, iOS, Android, WindowsPhone, Blackberry OS or any OS supporting HTTP calls. For offline transactions and sync with central database can be done using SQLite in OSes which support local databases such as Android, Windows etc.
