Payment option plugin develop for Magento

I need someone to develop one simple payment option plugin to develop for Magento. Output should be like this: 1. I will install the plugin in my Magento project. 2. After installation, user should be able to see the payment option called "Pay with Sipay" on their checkout page 3. Once the payment option selected, the request will be sent to sipay website as per the attached documentation. I will provide a php sample script which sent a valid payment request to sipay.
