write a script to send out 200 - 500 separate PDFs to email addresses that can be mined from the file name or the content of the PDF. Create an online approval form and delvelop a method to track and receive approvals. This is for a printing company to send out PDF proofs for approval. see examples of what I imagine the approval page would look like. The actial PDF is the business card only. The file name of the PDF has the recipient's email address.

Hi I am sure to code such script for you I can code a script which will take email addresss from the filename (pdf filename will have it) and will send email to the users (clients). Script will mark the clients as email sent . My question it can be an automated php script to run at specific time (cron job) OR it can be a script which will run when you want it to .
