HI , I am looking for a developer who has very good knowledge of opencv and machine learning . The developer has to build a application which takes feed from a live camera and does OCR of a vehicle number plate . The challenge is that these are vehicle at times have very poor number plates and at times it is hand written. The system should also be able to 1. identify the vehicle speed 2. overtaking 3. vehicle standing at no parking zone 4. wrong face parking ( vehicle parked in wrong direction ) 5. Vehicle number plate ( most important) we can provide the vehicle and no plate data for training but the developer has to d the training . we also want to have a facility to train the system to identify fancy number plates so that the plate can be identified as plate itself as OCR may not be feasible for some of them. we will need a short approach document to be sure that the developer can complete the project, preference will be given to people who already have done a similar project.

Hy I am CV/ML Engineer at a multinational company based in KSA. I have been working in traffic and crowd management solution from past 3 years. I have read the project description carefully and I assure you I have already worked on most of the portion which you are looking for. My approach for the project will be as following - SSD for vehicle detection - For ALPR a modified network will be used which can detect standard and non standard numberplates - we have annotation team working on ALPR side from quite long time so fancy detections can be possible if you have labeled data - For speed we can use semi automatic camera calibration based technique for vanishing points - Scene scale will be provided, for tracking, Kalman and data association techniques(hungarian) - distance to speed conversion will be based on transformation from vanishing points and tracker data - for parking violation based detection we can train any detection based network.
