email list and email blast

I am trying to contact the owners of businesses within 300 miles of New Orleans. These businesses will have net profits of $500,000 to $4,000,000 per year, which means sales (revenue) of approx $3,000,000 to $20,000,000 per year. We are not interested in retail businesses, internet businesses, or complex manufacturing. I am looking for someone who can assemble an accurately-targeted email list and do an email blast to these businesses, with a report documenting the number of successful emails sent.
