Link Building Services Needed

This is a somewhat complicated-sounding project, but it's not hard once you understand. I have 32 sites, and I want in-bound, permanent, one-way links from theme-relevant pages on 50 different web sites (yes, I am talking about 1600 links). I do NOT want links from link directories, so please do not even respond if that's what you have in mind. I am open to articles...but I don't think those will be cost-effective for the budget I have in mind. This leaves me with links from sites with real value (I consider most directories to have little value at this time unless they are truly niche directories). The links fall into 5 categories: Music, Entertainment, Children/Kids, Advertising Resources and Regional Directories I will NOT be paying any per-link charges, so if that is how you quote your links projects, please do not respond. I am looking for a package deal here. If it works well, I plan to repeat this again in 3 months, and you would be first in line for the work. The sites should be spread across many C-Class IPs, etc...and should be built ethically if you expect to be paid. I am looking for a legitimate service and I am prepared to pay a reasonable rate for the amount of time invested. Thanks for your interest!
