Create 2 drop down menues for my filters on the shopify collection page (venture theme)

I have WORKING 2 level filters for Shopify which work like this: 1st you select the type of product (marked in red in the presentation image), and then the tag you want (marked in blue). I have a working section liquid template which contains the script and pulls the code from 2 snippets. The whole code gets pulled into the the [login to view URL] of my theme. The rest is what you see in the image and as you can see, it doesn't look good! That's why I need someone to list the information in 2 separate drop down menus just on top of where the collection starts and make them either sticky (so that it is always in sight when people browse through the products) or repeat the buttons at the end of the collection. Besides of that, the buttons must be desktop and mobile friendly. No bid higher than 20USD please, I know it can be done for that price!Should be an easy task.
