Wordpress Website Conversion- would like a custom quote only

The budget is actually $40 that we're willing to pay for a customizable quote. We need our current site [login to view URL] converted to a Wordpress site. We'd also like the background to move left to right as you can see in this site. [login to view URL] but the leaves would be ovals and would move slower like clouds, and would only move left to right, not up and down as well as the leaves are doing. We'd like to customize the menu and have it be clear on mobile devices. We'd like the ability to video chat with the website developer as well, must be fluent and coherent in English.
