PHP Game, simple

Hello, My idea is "simple", I need a coder for a webbased game, the game is very simple and easy to play. The Game The game is a "plant" game where you have a small plant, the plant grows all the time and you can see how the height of your plant, every 10cm the plant's image is changed to a bigger one, at 50cm the plant is fullgrown, when the plant is fullgrown its still growing but does not change the image to anything larger. You get coins for every 10cm, with these coins you can buy "power ups" to boost your growth of your plant. You have an option to Water the plant, when the sun is out (the player can choose when to turn on sun) the plant grows faster, but needs more water frequently. There should be a highscore where you can see who have the highest plant. I need your pricerange for this, im a student right now so im looking for someone who could do this, rather cheap but not for free. Thanks, Please see my former posts about android app aswell.
