Twilio API platform development(repost)

Hello, I am in the R&D phase of a medium sized web development that will be built on a Twilio backbone (IVR & SMS system). The application will be for a web based group notification and employee scheduling platform. The platform will perform SMS and IVR (phone) notifications via the Twilio backbone ([login to view URL]). System will pull from and ever changing database containing many users and list / groups of users. Specifics regarding user "shuffling" upon acceptance of callback shift will be discussed further in more detail. As mentioned the platform will provide notifications via the Twilio system with both input and output capabilities (ie IVR & SMS responses need to control database features.) This project will require advanced knowledge of the Twilio API ([login to view URL]) and the REST protocol. It will also include database design and administration, and web functionality. Potential client base is large for a well designed and functioning application, I am excited about this project and you should be too. Continued work is expected as system grows and expands. Programmer must has in depth database and programming knowledge to complete this project and the ability to program within the Twilio API / REST protocol.
