Create a marketplace like Freelance but specialising in researchers

I am looking for a marketplace for researchers that operates on a simple process. It has to have a closed Document Management System (DMS) that will have the following: An online editing tool that will allow me to collaborate with other people, make comments, edit comments etc. all in real-time. An e-signing feature that will allow the report to be approved online by different stakeholders. A feature that will turn the report into a flipbook so that videos, recordings, graphs, images etc. can be added to the report and the user can download. These three features already exist in the market but I want somebody to build a very simple Document Management System (DMS) that has all 3 features. Can you create this? It is basically building a Document Management System that combines something like G**** D**8 with something like D***s**n and a downloadable flipbook that you can get from W***Pr***. Remember, I am not looking for something complicated, just something simple with the 3 main features that I have mentioned above. 1. Who will use the web app, what language and in which countries? It will be in English. The researchers will use the app to start writing the research but the client will be able to log in, make comments and collaborate with the researcher. Users (researchers and clients) will be from all over the world. They will be able to access the web app anywhere. 2. What platform will they use (phones, computers, tablet etc) The researchers will most likely use computers but clients will be able to access the web app from any device. 3. What does the web app need to do? As mentioned, a document management system with the three features I mentioned. With further developments, more features will be added. 4. Do you have a more detailed brief? I am not very technical but what I am looking for is to take 3 software that already exist in the market and combine it into one software. The current version is for my researchers to be able to do work for my clients. Eventually, I will like to build a platform like Fiverr where researchers from anywhere can access clients from anywhere. Or can you build that straightaway? 5. Do you have a design or require one? I don’t have a design so I guess will require a basic design for the first version that will be used internally for myself. But remember the three features form a single process flow in 4 steps: 1.) Users (clients) will sign a confidentiality agreement before any work is begun; this will be done using the Docus**gn script. Copies will be sent to both clients and researchers 2.) Users (researchers) will use the document editing software (Google docs) to start the research and clients can watch in real-time and make comments as the work is going on. 3.) When the document is complete, the clients will need to sign the document to approve it using the Docus**n script. 4.) Once the report has been signed off, it will be turned into a flipbook and the client can download it as many times as possible as well as share it with others. If you are ambitious!!! If you feel you can do this, then I would like to turn the whole thing into a market place like Freelan*** where other researchers can sign up and offer their services. Clients can also sign up and pay for the services. This may be the next stage but if a freelancer can offer to do the marketplace all at once, they will get the project. Of course, I am willing to discuss a higher fee for the marketplace and will allow more time.
